The 19th Century: The Birth of Welfare The modern welfare movement began with the British Parliament’s passage of the Cruelty to Animals Act of 1835, which outlawed baiting (setting dogs on bears or bulls). This wasn't driven by a belief in animal rights, but by Victorian sensibilities: gratuitous cruelty to animals was seen as vulgar and corrosive to human morality.
