The film opens with a live TV special featuring Kogoro Mouri as a guest. During the broadcast a masked gunman attempts assassination; Kogoro appears to shoot and kill the assailant on air. The footage becomes sensational.
Soon after, people connected to the broadcast begin getting murdered in ways that suggest they were targeted for having seen or been involved with the filming.
Ran attends a stage show related to the broadcast, witnesses a murder, and faints. Afterward her memories of the event are fragmented; she recalls only vague images and feels that someone close may have been involved.
Conan investigates and discovers that the gunman killed on live TV may not have been the true assassin, and that the person recorded was a body double or a decoy used in a deeper plot.
The murders are connected to a cold case involving a woman named Chika, and a revenge-driven killer using copies of past events to manipulate witnesses and provide alibis.
